Session 2: Scaling Measurement Without Scaling Bureaucracy – Function Points and AI as a Common Language for Agility, Product Operations, and Portfolio Governance

Session Abstract:
As Agility scales across multiple teams, products, and vendors, a management challenge emerges: how can organizations preserve team autonomy while creating a consistent view of size, productivity, cost, and delivery capacity?

Story Points are relative measures, built within the context of each team. Although they can support local planning, establishing and maintaining comparable baselines at scale requires additional effort and makes their use as an organizational reference more difficult due to the lack of standardization in both the measure and the measurement process.

This session explores a different approach: using IFPUG Function Points or Simple Function Points as a common language for functional size, integrated directly into the existing workflow and supported by Artificial Intelligence to avoid creating a new layer of bureaucracy.

Instead of adding new estimation ceremonies, the proposal uses the backlog as a single source of information. AI can support structuring and identifying functional requirements, generating a functional measurement that can later be validated by specialists when necessary.

From this reference, Product Operations can connect functional size to effort, cost, quality, delivery time, and outcomes, enabling comparable analyses across teams, products, and portfolios.

With AI also transforming the development process itself, a technology-independent reference becomes even more relevant for understanding real productivity gains.

The proposal is not to increase control over teams, but to standardize the language of measurement while preserving execution autonomy.

The central question is: can we replace multiple local baselines with a common functional reference, using AI to scale measurement without scaling the effort required to perform it?
